Honestly man, this is draw. Both of these characters never lose, and both are immortal so neither of them can die in the fight. There for this will end in a tie. But I would like to see this fight! Alucard Uh Oh Sebastian Michaelis (Evil Look) [V2]

It's already clear that Alucard wins. And I'm not saying this because I like him or something, I'm just standing by the facts. Let's look at them more closely.

Sebastian uses best martial skills and stuns, have a perfect aim, can control fire and can't be killed by bullets or any other weapons and can apparently regenerate his body part that were cut off, but not instantly (anime only). Plus he can turn into shadow...-things. It is not quite clear if Sebastian is able to shape-shift or not.
His only weakness supposedly is salt, (manga only) that so far has only caused him pain in stomach when Ciel tricked him drink it.
Sebastian's true form doesn't seem to have anything that spectacular, mostly because we don't know about it that much. But when Sebastian fought against Ash he managed to distract him with his hideous appearance but when he finished him Sebastian only used the brutal power, nothing supernatural.

Alucard might not be that acrobatic like Sebastian, than leaves him helpless against Sebastian's fast movements and jumping skills. However Alucard also has a perfect aim, but it is a bit pointless, seeing how bullets can't kill Sebastian. But since Alucard is the strongest vampire ever, he can resist fire, which is why Sebastian's fire control is pointless against him. That leaves Alucard with his more supernatural powers, such as going threw walls, shape-shifting, teleportation telepathy, hypnosis, summoning of Familiars, intangibility, the power of omnipresence, meaning spontaneously appear and disappear whenever he wants and at his Zero Level call GIANT devoured soul armies to his side and use much stronger shadows that Sebastian has been using so far. The biggest advantage however is the fast regeneration. Even if both of these creatures would be cutting each other endlessly, Alucard would take the victory for he can heal himself a lot fasted and finish his opponent more easier. Also his supernatural powers, even when he is at his usual stage, would outmatch Sebastian's usual combat skills. SO Sebastian is clearly a just a dog-food for Alucard's Familiars. Heh, ironic.

So in conclusion I would say that the victory would go to Alucard, one hellish vampire!

True...But since both story are set on different timelines, I would say it's going to be a bit of a draw.

Now if they're set in the same time...*Hits the time machine*
[Victorian London 1840-1900]
-This is the time and place when Alucard was wrecking havoc and terrorising Londoners.
-Ciel Phanthomhive and Sebastian Michaelis are both present at this time period.

--Alucard has no guns but pure supernatural and intellect powers. (Looking for a worth challenge too)
--Sebastian has Silver knife/kitchenware as his choice of weapon, other than that is pure raw power and demonic abilities (He has shown some magic capabilities). (But will not fight unless order to)

Now then, I wouldn't fully void your points but I would agree with your main points.
Sebastian's fire ability is pointless against Alucard since Alucard is immune to fire. Both has superhuman abilities, speed, reflex, reaction time, marksmanship. etc

Alucard is the no-life king, therefore has the full set of vampiric abilities to unleash upon Sebastian.
But this is where it gets interesting.
Alucard has controls over familiars, familiars are demons. Are they not?
If Sebastian is a higher tiered demon then the familiar trick will not work on him.
Alucard's level Zero will definitely overrun Sebastian for sure, but don't forget that this undead army are not protected by Alucard. :Sherlock:

I don't know if Sebastian can use demonic fire (it's interesting if he can.) but if he can then the unholy flames might just burn through the whole army. (With the given time)
With Alucard's ult down, it will be like a lonely king in a castle. Not good if he wants to play big with Sebastian now.
But since Alucard used to be a military genius (that got known for psychological warfare. The stakes... yeah.) He has the capability to out Sebastian in this case.
Alucard should have spotted Sebastian's weakness for a while now. (If you know what I mean... Lenny chat emote (Reupload)  But let's get on with it.)
If Alucard captures/transforms into Ciel and creates a illusion on himself over the actual Ciel...Then it would be game over and point to Alucard.
But since (I presume) Sebastian is a master illusionist himself then this trick will not fully work.

Now then, with the whole London (or part of it) destroyed and a whole army of undead used.
London's silver kitchenware dispersed, tailcoats ripped along the way...
Someone better be paying for the overall damage.

Well the timeline shouldn't be an issue, since this is just an idea of what would happen if these two would ever meet. And to make it more interesting, it's much better to compare them with all of their goodies and sweet abilities. ;D

Good point with the familiars, but you know... I always thought of Alucard's familiars as something like crystallization of his powers that can take an animal form judged by their creator's personality and power level. (Just my though)
But yeah, we never saw Alucard mind-control anyone else but "weaker kind of people", like the guy at the hotel desk and that police in the same hotel who held the lift open. So I think mind-control won't work on strong-minded Sebastian, since he is slightly better than other demons, like William once said.

Alucard military genius? Wow! Where was that said? Manga? Anime?

Oh! One thing I just realized when I watched the Hellsing Ultimate again with my friend... Saras managed to see through Zorin's illusions with her "third eye" and then later brake them. If Seras is sired by Alucard, who bit by bit becomes more and more stronger like he is... MAYBE it might mean that Alucard is able to see through illusions pretty easily, which is why Sebastian's illusions might not work on him... That is... IF Sebastian knows how to cast illusions.

Ah, see, I think the biggest problem is that since Sebastian has only fought against humans, (anime not included) he never had to use his maximum amount of power, which is why we can't know for sure what exactly are his powers, how strong they are and what are his other weaknesses.

But still, the idea is fascinating. Two evil and powerful beings, both work for their own master, quite perfect monsters, smiling their cunning grins at the danger... Ghhhhh! Yana Toboso has to show some more of Seb's abilities so we could finally have these two go up against each other!

Alucard is based off Stroker's character from Dracula, it's a horror classic that kicked off the vampire genre. :)

But Dracula is a well known Historical figure from the European countries (notably Transylvania), Vlad Dracula II to be exact. 
Vlad the impaler is what he actually become to known for, his physiological warfare scared the shit out of the invading Turkish forces.

It was shown in the OVA/Manga during the Brazil incident when Alucard chucked the police onto the poles.
What's interesting about Alucard's background was it fully based off Vlad's in real life, the physical/sexual abuse is definitely true tho...

Sebastian is using his illusion card, but it doesn't fully count since it's more like transformation skill.
Too bad William T Spears never got into a full scale fight with him, but Undertaker did and almost killed Sebastian.
(But dat look ruins many fangirls that day, who knew the Undertaker was going to be a killer look?
*ducks behind a corner and grows mushrooms while self-reflecting*)

Oh yeah, Sebastian did fight against Grim Reapers, did he not? (And a Tank, don't forget the tank.)

Heh, Hell, Alucard's name IS Dracula backwards. ;D (Which brings the question, why would anyone call his son by him own name backwards, like they did in Castlevania or the movie Son of Dracula? Weird.)

True, the impaling of those polices truly was quite subtle, as well as freaking cool. :)

Well, aside the ending of first season where Sebastian MIGHT had transformed into a cat and horse, (like some people say), when did he ever transform? The only time I remember him transforming was when he changed into those "shadow-things" when he tried to eat cursed Ciel?

Well, the fact that Seb got impaled by Undertaker's scythe finally showed that he is not perfect and CAN get hurt badly. Perfectness is boring. ;(

Sure thing! The only sad thing is that every time he fought against Grim Reapers, he had something to help him. Like Grell, though insanely unpredictable and dangerous, was easily beaten up when his Death Scythe got jammed. Ronald didn't seem to be that big of a challenge for Seb, maybe due to his youth, since even wounded he could throw beaten up Ronny against Grell.
Undertaker however was THE big challenge. Though old and not that harmful looking, he still managed to surprise and trick Seb off guard, causing him to impale the demon with his Death Scythe.
PROBABLY, when they next time meet Seb might use his all power when getting cornered. Hopefully.

I personally still can't except the whole tank thing. (I have a longer version of a reason why I hate it, but briefly told: A secret organization working under German goverment had WAAAAAY too many advanced knowledge of things, like biology, chemistry, weaponry, gas detectors, WOMEN IN ARMY(?!)... etc. If they would had focused on only ONE thing, like inventing better weapons or moving cannons, they I would had been more okay with this whole thing.)

...Being a Manga Artist is hard, working in the anime industry in Japan looks like heaven.
But more like hell instead. (She was on holiday during the arc, hence why it was rushed...)
If Sebastian goes out full scale, then I'm bringing a tank full of salt just in case....
(Sebastian have a weakness to salt.)

Indeed. 8 years already passes, one chapter per month and still going... Ugh. Too tired for this  Seriously, next time if I start to read a new manga, I'll read only the kind that already has an end.

I don't think salt tank is gonna help, because he's not gonna eat it, like when he drank that lemonade drink. And swimming in SALTED SEA doesn't seem to bother him... EVEN WHEN HE GOT STABBED THROUGH HIS STOMACH BY A DEATH FREAKING SCYTHE! Yana, SERIOUSLY! The sea was SALTED! How come it had NO AFFECT on him!?!?Hades is ticked off
